Is this the same Bishop Benedict who was recently ordained in the OCA?
No. This is Bishop Benedict of Astoria, ordained at the Monastery of the Holy Archangels in Greece.
Fasting is mentioned several times in New Testament “Protestant bibles”.
Matthew 17:20-21, some dont include the prayer and fasting part to this verse

To give an example, the ESV omits Matthew 17:21 entirely and omits the word fasting from Mark 9:29. This is because the ESV is based on the UBS/NA Greek text rather than textus receptus. Which I'm guessing you already know. I primarily read the KJV but do have various other versions around gathering dust.
But Protestants can't give an account of the Bible. Protestantism is Islam at this point and there are over 40,000 denominations that have brought back old heretical teaching.
